As Horeca Optima, we would like to share the necessary information regarding our sector in the context of the Corona virus.

UPDATE 10/06/2020

The Flemish government is extending the support premiums. For example, the nuisance premium for the catering industry will be extended and there will be an additional compensation premium of 2,000 euros.

The Corona hindrance premium of the Flemish Region that normally expired on June 12 will be for the catering sector, among other things
  extended. 

For all companies that were eligible for the first compensation premium, or that previously benefited from a nuisance premium, an additional compensation premium of 2,000 euros was created once more.
The conditions for taking advantage of this premium are:

 

  • have reopened its doors and restarted activities based on the decision of the Security Council (for the catering industry: from June 8th).

  • be able to demonstrate a loss of turnover of at least 60% in the month after the reopening, compared to the same period last year (for the catering industry: 8 June-8 July). It must be possible to demonstrate the loss of turnover on the basis of the daily receipts, the delivered performances or the time registration.

UPDATE 14/05/2020

Minister Muylle (Work) has given the agreement to extend the simplified temporary unemployment procedure until August 31 . The bridging right for the self-employed is also automatically extended.
You do not need to do anything for the employees for whom the force majeure has already been requested.
 
The bridging right was also automatically extended for the self-employed for the month of May. Anyone who already received a benefit in March and/or April does not need to submit a new application for the month of May.

UPDATE 28/04/2020

Excellent news for hospitality entrepreneurs who rent from InBev, according to their spokeswoman Karolien Cloots: " Hospitality operators who have a contract with brewer AB InBev do not have to pay rent in April. With the owners of the properties – the brewery itself does not own but rents out them through – discussions are held about 'further solidarity options'.

Regardless of the outcome of the talks, we have already decided that the catering operators will not have to pay rent in April. They will receive a postponement of payment before May'.

UPDATE 27/04/2020

The Corona crisis bridging right (details see below) has been extended until May 31, 2020.

It is NOT necessary to submit a new application if you have already applied for this bridging right for the months of March and April. The award and payout will be automatic.

UPDATE 23/04/2020

The hours students work between April 1 and June 30, 2020 are not counted in the annual quota of 475 hours. This measure is intended to better cope with the increased workload in some sectors during this period.

Brouwer AB InBev is negotiating with 700 property owners about a rent waiver for cafes. And this in imitation of the Haacht, Palm and Moortgat breweries. More news on this page as soon as available.

Companies that do not fall under the "compulsory closure" scheme will also be entitled to a one-off premium of  € 3,000 in view of their loss of income. More details and where the application can be submitted will follow soon.

According to  Economy Minister  Muylle there is the intention - this is not yet a final decision - to, as soon as possible,  gradually phase out the measures, whereby HORECA would be the last to be released. This is an extra reason to make maximum efforts, both now and in the future, that are necessary to protect your catering business and to guarantee profitability in the future. Do you have questions? From now on, as a catering entrepreneur, you can apply for the "corona nuisance premium" online. This amounts to € 4000,-  (period to 4/4)

After April 5, in case of extension, an additional € 160 per day will be provided. Here is the link to the government webpage.

UPDATE 24/03/2020

More flexible conditions for " bridging right ": Specifically for the corona crisis, a more flexible regime has now been provided, especially for self-employed starting out . For example, all self-employed persons will now be able to apply for the bridging right, even if they have only recently started or have a lot of unpaid social security contributions.

UPDATE 20/03/2020

VAT returns: For the VAT returns for February 2020, the return period will be extended to April 6, 2020, for those from March and the entire first quarter of 2020 to May 7.

VAT payments:  Companies also receive an automatic two-month deferral of payment for VAT and withholding tax without having to pay fines or interest.

For VAT with monthly declaration, you will receive until 20 May 2020 for the month of February and until 20 June for the monthly declaration of March. For the quarterly declaration for the first quarter of 2020, you will receive a deferral of payment until June 20, 2020.

UPDATE 18/03/2020

The government has decided that stricter measures will be taken until Sunday 5 April 2020. This also includes catering and the initial closing obligation will certainly be imposed.  be extended until April 5, 2020. 

Terrace:  from Wednesday 18/03,   12 o'clock,  It is also prohibited as a catering business to leave the terrace outside. This is to avoid abuse and to be able to respect the ban on gatherings. We recommend that catering establishments that really have no storage space for their patio furniture stack and secure patio tables and chairs in such a way that use (read 'abuse') can be avoided as much as possible.

The government has decided that from Friday 13 March at midnight all cafes and restaurants must close until at least Friday 3 April. It is possible to reopen from Saturday 4 April 2020 without notice to the contrary or extension of this term.

We can really recommend that you conduct the necessary communication with your customers in this regard . Certainly with regard to the reservations already noted during this period.

The following services are exempt from the government closure measure:

  • DELIVERY : Delivery of dishes and drinks

  • DRIVE IN :  Guests can come and get dishes and drinks from you (6% VAT)

For both  employees like  employers there are several options that can bring some relief in the financial field .

For example, there is temporary unemployment for employees where they have to work for 3 months  can enjoy an increased benefit (70%). 

There are many measures for employers in the field of postponement or exemption from withholding tax, VAT, corporate tax, social security contributions, etc.

> One-off premium of 4,000 euros for catering businesses


The Flemish Government announced in a press conference next  crisis measures.
Catering establishments can count on a one-off premium of 4,000 euros. Businesses that only have to close on weekends, such as shops, will receive 2,000 euros. Catering businesses that only remain open for TAKE AWAY remain entitled to the premium!
If the current measures last longer than 21 days, this premium will be increased by 160 euros per day.

Finally, we would like to give you a few recommendations that may be of interest to you as a catering entrepreneur:

  • Be sure to contact your regular suppliers "partners". They are also affected in this situation. You may be able to work out creative solutions together with them for now and the near future .

  • Now is the time to already take action in order, to reopen your bar or restaurant, a well-stocked reservation book. Make sure you are there for your customer, more than ever, as soon as it can be returned.
